Barriers for Implemintg Total Quality Management in the Libya Food Industries: A Field Study of Al-Rayhan Food Industries in Benghazi

Abstract

This study aimed to identify the obstacles to implementing Total Quality Management (TQM) in food industry companies in Libya. To achieve this objective, a descriptive–exploratory approach based on a field study was adopted. The study population consisted of all employees of Al-Rayhan Food Industries Company, totaling 265 employees. Data were collected using a questionnaire, and statistical analyses were conducted using the Statistical Package for the Social Sciences (SPSS). The findings revealed significant differences in respondents’ perceptions of the human, technical, administrative, and technological obstacles to TQM implementation, which were attributed to demographic and job-related variables, including age group, academic qualification, academic specialization, job title, and years of experience. In addition, the study confirmed the presence of human, technical, administrative, and technological obstacles to TQM implementation at a high level within Al-Rayhan Food Industries Company. Results related to human obstacles indicated that the lack of specialized training and qualification programs in quality control represented the most critical obstacle. Technical obstacles were mainly associated with the failure to use high-quality raw materials and the non-compliance of suppliers with quality standards. Administrative obstacles were primarily reflected in the limited exchange of expertise among food industry organizations regarding product quality. Technological obstacles were largely linked to frequent machinery breakdowns, which negatively affected product quality and increased the proportion of damaged raw materials. Based on these findings, the study recommended that top management demonstrate a strong commitment to TQM by promoting change, growth, and development, and by formulating strategic plans to overcome the obstacles hindering TQM implementation in the Libyan food industry.
